Is a [see page 14, triangle] used to model the constraints of project management. It contends that:

1. The quality is constrained by the projects budget and scope (features).
2. The project manager can trade between constraints.
3. Changes in one constraints necessitates changes in the others to compensate (or quality will suffer).
